Project Manager

This is an unclassified position that serves at the pleasure of the Court. The Project Manager coordinates and oversees the planning, implementation, and tracking of specific projects as determined by Court Administration.

Essential Duties and Responsibilities


Include the following:


1. Planning, directing and coordinating activities of multiple projects ranging in areas of information technology (IT), facility updates and special program applications;
2. Coordinating internal resources and third parties, vendors, consultants, etc. for execution of projects;
3. Defining the scope of a project in collaboration with Court Administration;
4. Determining the resources (time, money, equipment, etc.) required to complete a project;
5. Creating detailed work plans which identify and sequence the activities necessary for successful project completion;
6. Reviewing project schedules with Court Administration and any other staff that will be affected by the project activities; Revising schedules when necessary;
7. Managing vendor relationships, including trades;
8. Implementing and managing changes to the project scope (including expansion of projects to include other entities, groups, etc.), project schedule, and project cost;
9. Evaluating projects and accessing results;
10. Maintaining communication with project stakeholders and Court Administration, particularly regarding project status;
11. Establishing and maintaining relationships with third parties, vendors, consultants, etc.;
12. Maintaining and administering the emergency notification system for all Courts (Common Pleas - General Division, Juvenile, Domestic Relations, Probate, Cleveland Municipal Court and Court of Appeals);
13. Coordinating and/or managing use of Court facilities by internal and/or external groups/individuals;
14. Occasionally attending and making presentations to the County Executive and/or Council or other County and/or outside boards, agencies and/or commissions;
15. Performing a variety of other related duties as required.

Knowledge, Qualifications, Skills, and Abilities


To perform this job successfully, an individual must demonstrate the following:

  1. Excellent interpersonal skills and ability to communicate effectively, both orally and in writing, with Judges, staff, Court employees, tradespeople, outside agencies, consultants and vendors;
  2. Experience managing increasingly complex projects;
  3. Ability to work effectively and efficiently toward goals in a complex, diverse environment with multiple and changing demands;
  4. Ability to work independently, with general instructions and guidelines;
  5. Ability to develop and maintain effective working relationships and work collaboratively with a variety of individuals within and outside the Court to achieve successful project completion;
  6. Ability to comprehend various informational material, including project plans, drawings, forms, reports, data, calculations and invoices;
  7. Ability to prepare a variety of reports, budgets and budget projections for projects, and requests for proposals (RFPs);
  8. Familiarity with information technology hardware/software;
  9. Familiarity with large building mechanical systems design and maintenance;
  10. Knowledge and understanding of Cuyahoga County’s contracting and procurement processes;
  11. Superior organizational skills, including attention to detail and multi-tasking skills;
  12. Effective time management, reliability and punctuality;
  13. Valid driver’s license, proof of automobile insurance, and access to a vehicle;
  14. Professional appearance and demeanor.

Education and Experience


Bachelor’s Degree in Business Administration, Public Administration, Computer Science or a related discipline and minimum of five (5) years of increasingly responsible experience, including successful management of various projects; or an equivalent combination of education and experience that provides equivalent knowledge, skills and abilities to successfully perform the requirements of the position; experience in large building facilities management and/

This position generally requires working in a normal Court and office environment with no unusual demands or exposure to hazardous situations.  However, when necessary, this position requires the ability to exert moderate physical effort, typically involving some combination of climbing, stooping, kneeling, crouching, moving, lifting and/or carrying objects of moderate weight, in addition to working in tight or cramped spaces. Ability to operate a variety of office machines including a computer, calculator, and multi-function printer. In addition, ability to operate a variety of measuring and project analysis tools depending on assignment (this may include digital camera, drafting instruments, measuring wheel, tape measure, plotter, or other inspection tools). Frequent contact is made with Court personnel, County agencies and personnel, outside agencies, vendors, contractors and other third-party individuals and/or entities. 

The normal hours of operation are from 8:30 AM to 4:30 PM, Monday through Friday.  This position will require a flexible work schedule outside of the normal court operation hours (e.g., evenings and weekends).  Some limited travel may be required.

COURT EXPECTATIONS OF EMPLOYEE

In completing the duties and responsibilities of this position, the Court expects the employee will adhere to all Court policies, guidelines, practices and procedures; act as a role model both inside and outside the Court; perform duties as workload necessitates in a timely, accurate and thorough manner; be conscientious about meeting department productivity standards; and communicate regularly with the Director of Information Systems about department issues.

 

Proof of education and employment references will be required before final interview. Valid Ohio Driver’s License and automobile insurance required. The Cuyahoga County Court of Common Pleas requires submission to a criminal history background check and drug testing for employment.
